End of Statement Issue

I have designed a report for mark statements, I print statement continued message at the end of the page only if the statement spans more than one page, and at the end of statement I print end of statement message. My issue is on some cases the end of statement alone goes to the next page without any data on that page. So please suggest me to avoid this situation.
